Uğur İbrahim Altay

Mayor of Konya Metropolitan Municipality

Early Life and Education

Uğur İbrahim Altay was born in Konya in 1974. He attended Selçuk Primary School, followed by Mevlana Secondary School, and completed his high school education at Konya Gazi High School.

In 1997, he graduated from the Department of Civil Engineering at the Faculty of Engineering and Architecture, Selçuk University. He later completed his master's degree in the Department of Political Science and International Relations at Selçuk University.

After working as a Project Engineer for one year, he completed his compulsory military service in Şırnak as a 263rd Term Reserve Officer in 1999.

Professional Career

As a civil engineer, Uğur İbrahim Altay successfully implemented numerous distinguished projects.

Between 2004 and 2008, he served as the Vice President of the Konya Branch of the Chamber of Civil Engineers under the Union of Chambers of Turkish Engineers and Architects (TMMOB).

In 2008, he was elected as the President of the Konya Branch of the TMMOB Chamber of Civil Engineers.

Mayoral Career

• 29 March 2009: Elected Mayor of Selçuklu Municipality.
• 30 March 2014: Re-elected as Mayor of Selçuklu Municipality for a second term.
• 3 May 2018: Elected Mayor of Konya Metropolitan Municipality by the Metropolitan Municipal Council.
• 31 March 2019: Re-elected as Mayor of Konya Metropolitan Municipality.
• 31 March 2024: Re-elected as Mayor of Konya Metropolitan Municipality for another term.

International Leadership

In 2022, Uğur İbrahim Altay was elected President of the United Cities and Local Governments (UCLG) for the 2023–2024 term during the UCLG World Congress held in Daejeon, South Korea.

He officially assumed the presidency during the UCLG World Council meeting held in Konya in 2023.

On 25 June 2026, during the UCLG World Congress held in Tangier, Kingdom of Morocco, he was elected President of United Cities and Local Governments (UCLG) with overwhelming support.

He currently serves as the President of the world's largest network of local and regional governments, representing more than 240,000 local and regional authorities worldwide.
